Five legal ways to see Dubai from above

Burj Khalifa At the Top #1
Downtown Dubai: At the Top entrance, lower ground floor of The Dubai Mall The highest view in the city, by day, at sunset or after dark

Burj Khalifa At the Top

The timed-entry ticket starts from $55 per person and takes 1.5-2 hours; you arrive by yourself at The Dubai Mall and go through security. Sunset and other prime-time slots cost more, and tickets are prepaid for a fixed slot with no refund or change once issued, so choose the time carefully. It is the closest thing to a drone shot of Downtown that a visitor can legally take.

Sunrise hot-air balloon #2
Dubai Desert Conservation Reserve; pre-dawn hotel pickup anywhere in Dubai city A real bird's-eye view of dunes, oryx and the Hajar Mountains

Sunrise hot-air balloon

From $275 per person for a 40-70 minute flight at roughly 2,000-4,000 feet with GCAA-licensed pilots, then a Bedouin-style breakfast, a camel ride and a falcon photo; the whole morning is 4-5 hours. Drones are not allowed on the flight, but the basket has in-flight Wi-Fi for live photos. A 30% deposit confirms it, and baskets sell out one to two weeks ahead.

The View at The Palm #3
Palm Jumeirah: the high terrace of the Palm Tower The Palm's fronds, the monorail line and the Marina skyline

The View at The Palm

An open-air terrace high above the Palm trunk, with the fronds, the beach and the Marina skyline laid out below, which is the shape most people want a drone for. Ticket prices and hours change, so check the official site before you go. It pairs with a Palm monorail ride and a beach afternoon, and on a clear winter day the visibility is excellent.

Marina cruise on a shared yacht #4
Dubai Marina: the pier behind Al Majara Tower, Level P The skyline from the water, with photo help from the crew

Marina cruise on a shared yacht

The 1-hour shared cruise starts from $32 per person and runs past Dubai Marina, JBR and Bluewaters with a photo stop in front of Ain Dubai, which you see as a landmark from the water. Check-in is 20 minutes before departure, shoes come off at boarding and full prepayment secures the hourly slot. It is the cheapest way to shoot the Marina towers from below.

Dubai Frame #5
Zabeel Park, between Old Dubai and Downtown Both halves of the city in one frame

Dubai Frame

A gold picture frame in Zabeel Park whose upper walkway looks one way to Old Dubai and Deira and the other to Downtown and the Burj Khalifa. It is shorter than the big towers, so the photos feel closer to the streets. Check the official site for tickets and hours, and pair it with an Old Dubai walk the same afternoon.

The short answer: leave the drone at home

Treat a tourist drone flight in Dubai as not allowed. As of 29 October 2026 we found no published route for a visitor to register a recreational drone or get permission to fly it. Registration is for citizens and residents who can give an Emirates ID number, and guides report that recreational flying in Dubai is currently suspended. An unauthorised flight risks a fine, confiscation of the drone and, in a restricted zone, criminal charges.

The useful part is that you do not need one. Dubai is built for views from above: a Burj Khalifa ticket is from $55, a sunrise balloon from $275 and a Marina cruise from $32, and every one of them is legal, insured and easier than flying a drone between hundreds of high-rise towers. The Dubai Civil Aviation Authority and the GCAA are the source for the rules, so check with them if you have a special case.

Why Dubai is so strict about drones

The airspace is crowded. Dubai International is one of the world's busiest airports for international passengers, Al Maktoum airport sits to the south-west and Sharjah's airport is close to the northern suburbs, so approach paths cross much of the city. Add helicopters and seaplanes along the coast, the Burj Khalifa and the Palm, and a drone that drifts the wrong way is a real hazard.

Privacy is the second reason. A camera in the air can look into villas, hotel terraces and beaches, and the UAE treats filming people without consent as a criminal matter. Dubai also has its own law regulating drone activity, so the rules here are tighter than in many countries where you can fly a small camera drone with a registration and a common-sense checklist.

Registration: who can do it, and why that rules out visitors

Registered hobby pilots go through the official registration run by the Dubai Civil Aviation Authority and the GCAA, supply an Emirates ID, and in some categories a recognised training certificate. Published guidance for registered operators typically keeps flights below about 120 m (400 ft), within sight of the pilot and roughly 5 km away from airports. None of that machinery is open to a visitor with only a passport.

Do not assume a small or toy camera drone is exempt. The sensible test is whether it carries a camera and flies outdoors; if so, ask the authority before you pack it.

At the airport: what happens if you pack one

Drones show clearly on airport scanners, and reports say they can be held or confiscated at customs when the right permission is missing. If you were planning to travel with one, sort out these points before you leave home:

  • Ask the authority first. The Dubai Civil Aviation Authority and the GCAA are the source, and an answer in writing is worth more than a forum post.
  • Ask your airline. Lithium batteries travel in hand luggage, and some airlines limit the number or the size.
  • Do not hide it. An undeclared drone found on a scanner is a worse conversation than one you mention.
  • Have a plan B. If the answer is no, leave the drone with a friend, a left-luggage office or at home.

Do not hand a drone to your hotel or a friend to bring later, and do not try to hide it. On our sunrise balloon, drones are not allowed on the flight or in the vehicles at all, so there is nowhere to use one on that morning either.

How to get the view legally, and what it costs

The five views in the cards cover most of what a drone would have given you. The At the Top ticket is the one for Downtown: read the best time to visit Burj Khalifa before you choose a slot, and book the Burj Khalifa ticket for the date and time you want, because it cannot be changed once issued. For the desert and the mountains, the sunrise balloon is the real bird's-eye view, and our shared yacht tour gives you the Marina from water level.

If you want the whole list, the best views in Dubai ranks them, The View at The Palm and the Dubai Frame have their own guides, and licensed helicopter tours are covered in the helicopter tour guide.

Choose the view to match the light. Sunset and the hour after it suit the towers, first light suits the desert because that is when the balloon flies, and a daytime cruise suits the Marina when you want clear detail on the buildings. Whichever you pick, book the slot for the light you want rather than the day that happens to be free.

Photography rules that apply without a drone

Phone photos, action cameras and handheld gimbals are fine in most public places. Professional cameras and tripods can need a permit at some sites, and you should not photograph strangers, police, government buildings, airport security areas or accident scenes. The full list is in Dubai rules for tourists: what not to do.

If you need aerial footage for work

Commercial filming has its own permits. A licensed local drone or film company arranges the permissions, the pilot and the insurance, usually with lead time, so the answer for a wedding, a brand shoot or a documentary is to hire a licensed operator rather than bring your own kit. Ask the company which authority approval it holds, and expect the process to take days, not hours.

FAQ

Can tourists fly a drone in Dubai?

In practice no. As of 29 October 2026 we found no route for a visitor to register or get permission: registration is tied to an Emirates ID, and guides report that recreational flying in Dubai is suspended. Even registered pilots are kept below about 120 m (400 ft) and away from airports. Check the Dubai Civil Aviation Authority for the final word.

Can I bring a drone into Dubai in my luggage?

Do not count on it. Drones show up on airport scanners, and reports say customs can hold or confiscate them without the right permission. If you must travel with one, ask the airline and the authority before you leave, keep lithium batteries in hand luggage and never hide the drone.

Does a small or toy drone need registration?

Do not assume it does not. A small camera drone flown outdoors is treated as a drone, and the authorities decide what needs registration, not the size of the box. Ask the Dubai Civil Aviation Authority or the GCAA before you pack.

What are the penalties for flying a drone illegally?

They can include a fine, confiscation of the drone and, in a restricted zone or for privacy offences, criminal charges. Amounts change, so we do not quote one. The sensible plan is not to fly at all, and to book a viewpoint or a balloon instead.

What is the best way to get aerial views of Dubai without a drone?

For Downtown, a Burj Khalifa At the Top ticket from $55; for the desert and mountains, a sunrise balloon from $275; for the Marina skyline from water level, a shared yacht from $32. The View at The Palm and the Dubai Frame are other high viewpoints, with prices on their official sites.

Can I use a drone on a desert safari or the balloon flight?

No. Drones are not allowed on our sunrise balloon flight or in its vehicles, and the desert around Dubai includes protected areas where flights need permission. Do not bring one on any of our tours; the camp, the camels and the dunes are easy to photograph from the ground.

Are drone rules the same in other emirates?

No. Each emirate has its own authority and permit system on top of the GCAA's national rules, and what is allowed in one can be banned in another. Do not assume that a rule from Abu Dhabi, Sharjah or Ras Al Khaimah applies in Dubai.
