WhatsApp messages, voice notes and photos work normally in Dubai; WhatsApp and FaceTime calls have long been blocked or unreliable on both UAE networks, e& and du. Zoom, Microsoft Teams and Google Meet generally work, licensed apps such as Botim and C'me handle calls, and hotels, malls and the airport offer free Wi-Fi. This guide covers what works, five ways to stay connected, calling home, what the law says about VPNs, and why you can book a safari from $45 by WhatsApp message alone.

Do WhatsApp calls work in Dubai?
Messages, voice notes and photos work normally. WhatsApp voice and video calls, like FaceTime, have long been blocked or unreliable on both UAE networks, e& and du, and on most hotel Wi-Fi. The position can change, so test a 1-minute call after landing and use Zoom, Teams, Meet or a licensed app if it fails.

Five ways to stay online in Dubai
#1
Hotel, mall and airport Wi-Fi
Most hotels, malls, cafes and the airport offer free Wi-Fi, usually through a sign-in page that asks for a phone number or a code. Speeds are fine for messages, maps and email, and some hotels charge for a faster tier. Treat open networks as public: leave online banking for your hotel connection or your mobile data.
#2
A visitor SIM card
e& and du both sell visitor SIMs, and you register with your passport. A local number helps with taxis, deliveries and restaurant bookings, and data covers maps and photos on the move. Offers change, so see our guide to SIM cards at Dubai airport for the current options rather than trusting a price in an old article.
#3
An eSIM on your own phone
Your phone must support eSIM and be network-unlocked. Install the plan on Wi-Fi at home, then switch it on in Dubai. Which apps work can depend on the provider, so send a message and run a map search in the first hour. Keep your home SIM active for bank texts, because a data-only eSIM has no number for them.
#4
Roaming on your home plan
Roaming keeps your number and works the moment you land, but prices depend on your home plan and can be high without a day pass or bundle. Ask your operator for the UAE rate before you fly, switch off background data you do not need, and set a usage alert. For anything beyond a long weekend, a visitor SIM or eSIM is usually cheaper.
#5
Licensed calling and video apps
Botim and C'me are licensed calling apps in the UAE, and some calls need a paid plan, so check inside the app. Zoom, Teams and Google Meet generally work for video calls, and a meeting link sent to family before you travel is the simplest free option. Set the apps up on your home Wi-Fi first, as sign-in codes can be slow to arrive abroad.
The short answer: messages yes, calls often no
WhatsApp messages, voice notes, photos and status updates work normally in Dubai, but WhatsApp voice and video calls, FaceTime and similar app calls have long been blocked or unreliable on both UAE networks, e& and du. That is a restriction at network level under the UAE's telecoms rules, not a fault in your phone or a problem with the hotel Wi-Fi. The position can change, so test a quick call in the first hour after you land, and do not rely on it for anything urgent.
The workarounds that need no technical trickery are simple. Send voice notes. Use Zoom, Microsoft Teams or Google Meet for video calls home, which generally work. Use a licensed calling app such as Botim or C'me for voice calls. And remember that ordinary mobile calls and SMS work as they do anywhere, at your operator's roaming or local rates.
What works and what does not
The table is a guide to the usual position, not a promise: the rules are set by the regulator and apps change their behaviour. If something fails to connect, it is probably the block, not your phone.
| App or service | Usual position in the UAE | Note |
|---|---|---|
| WhatsApp messages, voice notes, photos, status | Works | This is how we agree bookings with guests |
| WhatsApp voice and video calls | Often blocked or unreliable | Test on arrival; the position can change |
| FaceTime | Usually blocked | iMessage generally works |
| Messenger, Snapchat and consumer Skype calls | Usually blocked or unreliable | Messages mostly work |
| Zoom, Microsoft Teams, Google Meet | Generally work | A good free route for video calls home |
| Botim and C'me | Licensed calling apps | Some calls need a paid plan |
| Ordinary mobile calls and SMS | Work | Roaming rates apply on your home SIM |

Wi-Fi: where it is free and how to use it safely
Free Wi-Fi is everywhere visitors go: the airport, most hotels, malls, cafes and many tourist sites. Connect, accept the terms on the sign-in page and enter the phone number or code it asks for. Some hotels give a basic tier free and charge for a faster one, so check the booking before you plan to work from the room.
Public Wi-Fi is public. Avoid banking apps and card details on open networks, keep your phone's software up to date, and switch to mobile data for anything sensitive. Download maps, tickets and your WhatsApp contact before you leave the hotel, and read the five apps to install for Dubai before you fly.
Roaming, visitor SIM or eSIM: which to choose
For a weekend, roaming on your home plan is the least effort if you buy a day pass first. For a week or more, a visitor SIM or an eSIM is usually cheaper, and a local number is useful for taxis and deliveries. The SIM cards at Dubai airport guide covers the current choices, and the taxi and Careem guide shows why data is handy in the city.
An eSIM suits a data-only trip on a newer unlocked phone. A physical SIM suits an older phone and anyone who wants a local number for calls and texts. Whichever you pick, keep your home SIM available for bank codes and two-factor texts.
Calling home: the options that do work
You do not need a workaround to talk to home. These routes are simple and legal:
- Voice notes on WhatsApp: instant, free on Wi-Fi and they work.
- Zoom, Microsoft Teams or Google Meet: send the family a meeting link before you travel.
- Botim or C'me for voice calls, with a paid plan if the app asks for one.
- An ordinary mobile call or SMS, if you have checked the roaming rate with your operator.
- The hotel phone, which is the most expensive route and best kept for emergencies.
VPNs: what the law says, calmly
VPNs are common for work, and companies use them every day. The UAE cybercrime law makes it an offence to use a VPN or similar tool to hide your location in order to commit or conceal a crime, and the penalties are serious. For an ordinary visitor who wants to get round a block on calls, the position is less clear, and this guide cannot give legal advice on it.
Our practical advice is to avoid the question. The licensed apps and the meeting tools above do the job without a VPN. If your employer needs a company VPN for work, set it up before you travel, because VPN providers' websites can be blocked in the UAE. Never use one for gambling or for anything banned here, and check the regulator, the Telecommunications and Digital Government Regulatory Authority, for its current position. Signal, data and our tours
City coverage is strong, but signal thins out away from the roads, so on a desert day do not count on data in the dunes. Download your confirmation, the hotel pin and the map before pickup. Our full-day desert safari, from $45 per person, is agreed on WhatsApp with no prepayment, and the driver collects you from your hotel in Dubai, Sharjah or Ajman. The pickup guide shows the zones and times.
The sunrise balloon, from $275, includes in-flight Wi-Fi at 4,000 feet, so you can send a sunrise photo mid-flight. For the Marina shared yacht, from $32, the pier is behind Al Majara Tower and check-in is 20 minutes before departure, so keep the booking on your phone and a passport or Emirates ID in your hand. Water-sports meeting points are sent as a pin after booking, so save it offline.
FAQ
Do WhatsApp calls work in Dubai?
Messages, voice notes and photos work normally. WhatsApp voice and video calls, like FaceTime, have long been blocked or unreliable on both UAE networks, e& and du, and on most hotel Wi-Fi. The position can change, so test a 1-minute call after landing and use Zoom, Teams, Meet or a licensed app if it fails.
Is a VPN legal in Dubai?
VPNs are used legally by businesses, but the cybercrime law makes it an offence to use one to commit or conceal a crime, with serious penalties. For ordinary visitors using one to get round blocks, the position is unclear. This is not legal advice; check the regulator and use licensed apps instead.
How can I make a video call home from Dubai?
Use Zoom, Microsoft Teams or Google Meet, which generally work, and send a meeting link to your family before you travel. Botim and C'me are licensed apps for voice calls. A WhatsApp voice note is the easiest fallback when a live call will not connect.
Is hotel Wi-Fi free in Dubai?
Most hotels offer free basic Wi-Fi, and many have a faster paid tier. Malls, cafes and the airport are usually free too, with a sign-in page that asks for a phone number or code. Avoid banking on open networks, and check what your room rate includes before you count on it for work.
Should I use roaming, a visitor SIM or an eSIM?
For a weekend, roaming with a day pass is the least effort. For a week or more, a visitor SIM or an eSIM is usually cheaper, and a SIM gives you a local number for taxis and deliveries. Check your operator's UAE rate before you fly, and keep your home SIM for bank codes.
Will my phone work in the desert?
Coverage is good in the city and on the main roads, but it thins out in the dunes. Download your confirmation, the hotel pin and maps before pickup. On our balloon flight there is in-flight Wi-Fi at 4,000 feet, and the safari driver collects you from your hotel, so you do not need data to find us.
Can I book a Dubai tour with you using only WhatsApp?
Yes. WhatsApp messages work normally in the UAE, and we agree the date, the hotel pickup and the price there. The desert safari from $45, the Abu Dhabi tour and the evening quad safari have no prepayment, while water sports, the yacht tours and the balloon are confirmed by payment.
