Shisha is legal in Dubai in licensed venues, but it is banned in public parks and beaches, pregnant women may not enter shisha cafes, and tobacco cannot be sold to anyone under 18. Most lounges are on terraces, rooftops and pool decks, because smoking is banned in most enclosed public places. This guide covers the rules, the main types of shisha, Ramadan manners and the lounges we could verify on the hotels' own pages.

Where to smoke shisha: five options we could check
#1
Alto 54
The hotel's page lists shisha from 3 PM to 11 PM on its rooftop pool lounge, with food and drink from 10 AM to 11 PM. The dress code is casual before sunset and smart casual after it. The page states no age rule and no shisha price, so ask for the menu and the minimum age when you book.
#2
ZETA Seventy Seven
ZETA's main page lists electronic hubbly bubbly from 7:30 PM to 2 AM, and its FAQ lists hubbly bubbly from 12 PM to 2 AM, so confirm the hours. The word electronic suggests an e-shisha device, so ask what is served. Smart casual applies, guests under 16 are not admitted after 11:30 AM, and reservations are required.
#3
Luma Pool Lounge
The hotel's FAQ lists a bespoke hubbly bubbly menu from 3 PM to 2 AM, and drinks are served from 10 AM to 1 AM. A happy hour runs daily from 3 PM to 7 PM. The dress code is casual before sunset and smart casual after it. Fai Lounge at Palace Dubai Creek Harbour also lists hubbly bubbly outdoors, but its page showed it as temporarily closed.
#4
Raffles Garden and Society Room
The hotel's dining page lists Raffles Garden, a private open-air cabana for dining and shisha, and the Society Room, a bar with artisanal cocktails and shisha on the terrace. The page gives no hours, prices, dress code or age rule for either place, so ask the hotel before you go and confirm the minimum age.
#5
The desert camp on our safari
On our full-day desert safari, the evening at Al Khayma camp includes a shisha station, a BBQ buffet, henna and the fire show. It is a camp, so there is no bar and no table minimum. The safari is from $45 per person with hotel pickup in Dubai, Sharjah and Ajman, and you pay on the day. Ask us about age rules for the shisha station.
Shisha in Dubai: the short answer
Shisha is legal in Dubai in licensed venues, but it is banned in public parks and beaches, pregnant women may not enter shisha cafes, and tobacco cannot be sold to anyone under 18. These points come from the UAE government portal (u.ae) and from a Gulf News guide to UAE smoking rules, which was last updated in July of last year.
Smoking is banned in most enclosed public places, so shisha is mostly served on terraces, rooftops and pool decks. We list the lounges we could verify on the hotels' own pages on 2 November 2026. This is general information and not legal advice; Dubai Municipality and the official channels have the final word.
The rules at a glance
The table lists the rules that matter to a visitor. They rest on Federal Law No. 15 of 2009 on tobacco control and on Wadeema's Law, according to u.ae.
| Rule | What the sources say | Source |
|---|---|---|
| Selling tobacco | Selling tobacco products to anyone under 18 is prohibited; sellers may ask for proof of age | u.ae; Gulf News |
| Parks and beaches | Shisha is banned in Dubai in parks, beaches and public recreational areas | u.ae; Gulf News |
| Pregnant women | Barred from entering shisha cafes in Dubai, even if they do not smoke | u.ae; Gulf News |
| Where cafes can be | Not within 150 metres of homes, schools or mosques unless they hold a special licence | u.ae; Gulf News |
| Enclosed public places | Smoking is banned in most, including malls, cinemas, restaurants, indoor cafes and hotels, except licensed smoking rooms | Gulf News |
| Public transport | Smoking is banned, including the Metro, buses, taxis and airport terminals | Gulf News |
| Car with a child under 12 | Smoking is banned; fines start at AED 5,000 | Gulf News |
| Sharjah | All smoking in public areas is banned, including shisha, since 2008 | u.ae |
Neither source sets a separate minimum age for shisha. Check the current rules before you go, because laws and local orders change.
Age: 18 by law, and venues can ask for more
The federal rule is about selling: nobody under 18 may be sold tobacco, and sellers may ask for proof of age. The u.ae page sets no separate age for shisha, and Gulf News lists shisha among the covered tobacco products. Treat 18 as the minimum and carry your passport.
A venue can set a higher age or a time limit of its own. ZETA Seventy Seven, for example, admits guests of 16 and over only after 11:30 AM. Older press reports quote other entry ages for shisha cafes, so we rely on the federal 18 and suggest that you ask the venue. Alcohol is a separate rule, with a legal age of 21; see our alcohol laws guide.
Types of shisha: what is on the menu
Address Hotels calls its service hubbly bubbly, a common local name for shisha. Two kinds are on offer in the venues we checked.
| Type | What it is | Where we saw it |
|---|---|---|
| Traditional shisha | A water pipe that heats flavoured tobacco, usually with charcoal | Alto 54, Luma Pool Lounge, Raffles Dubai |
| Electronic shisha | An electronic device served in place of a charcoal pipe; ZETA lists electronic hubbly bubbly | ZETA Seventy Seven |
Venue pages do not list flavours or prices. Ask for the menu.
Shisha tobacco is still tobacco, and the same federal law covers it. If you plan to bring an electronic hookah into the UAE, read vaping and e-cigarettes in Dubai and the customs allowance guide first.
Where you can and cannot smoke
Allowed places are licensed lounges, mostly outdoors: rooftops, pool decks, terraces and cabanas, as in the venues above. Not allowed: parks, beaches and recreational areas, public transport, and most enclosed public places such as malls and indoor restaurants. Our beach rules guide covers the sand.
If your hotel is in Sharjah, remember that Sharjah bans all smoking in public areas, including shisha. A Sharjah visitor who wants a lounge goes to Dubai; our Sharjah or Dubai guide compares the two. The venue pages we read state no shisha prices, so ask for the price and any minimum spend before you order.
Children, families and shisha
Shisha is an adult activity in Dubai, and the law protects children from smoke. According to u.ae, Wadeema's Law prohibits smoking in public and private transport and in indoor places when a child is present, and Gulf News adds that smoking in a car with a child under 12 carries fines from AED 5,000. Pregnant women are barred from shisha cafes.
Families can still enjoy a terrace or a camp evening, but ask the venue first whether children are admitted and where the smoking area is. Some hotel venues set age rules by the hour: ZETA Seventy Seven admits all ages until 11:30 AM and guests of 16 and over after that. Ask about the rule for the hour you plan to visit.
Five questions to ask before you order
The venue pages we read are silent on several points, so a short list of questions saves a surprise on the bill:
- What is the minimum age, and is ID checked? Carry your passport.
- What does it cost, and is there a minimum spend? The pages we read state no shisha prices.
- Is it a charcoal pipe or an electronic device? The two are different products.
- Is the table outdoors? Indoor smoking is banned in most enclosed public places.
- Are VAT and a service charge added? Address Hotels states on its pool-pass page that its prices include a 10% service charge, a 7% municipality fee and 5% VAT; ask whether a lounge bill adds the same.
Shisha and Ramadan
In Ramadan, do not eat, drink or smoke in public between dawn and sunset, and the same applies to e-cigarettes. Lounges are an evening business in that month, and our Ramadan guide lists shisha terraces after iftar as part of the Ramadan evening, while live music pauses.
Ramadan 2027 is expected to begin on Monday 8 February, subject to the moon sighting; see Ramadan 2027 in Dubai. Hours and permits for lounges can change during the month, so check each venue before you go.
A shisha evening without the lounge
If you prefer a family setting, the camp on our full-day desert safari has a shisha station with the evening programme. For a bar and a view, best rooftop bars in Dubai lists the rooftops that also serve shisha.
