Is Dubai or Bali better?

It depends on the month. Dubai is best from November to March, with 21 mm of rain in January against 388 mm in Bali. Bali is best from May to September, when Dubai's afternoons average 38-42°C. Bali is cheaper for a budget traveller and Dubai has the shorter flight from Moscow.

Four kinds of holiday, compared

Dubai: the Marina, the beach and the skyline #1
Dubai Marina, JBR and Palm Jumeirah Winter sun, city comfort and a short flight

Dubai: the Marina, the beach and the skyline

From November to March Dubai offers dry weather, free public beaches, a yacht pier and a skyline that works at any hour. It is organised and easy, with a metro and metered taxis, and it is the better choice for a first long weekend or a week in the cool season.

Dubai: the desert and a night in camp #2
Lahbab dunes, 45-60 minutes from the city Dunes, sunsets and a first desert evening

Dubai: the desert and a night in camp

The desert is something Bali cannot offer. A full-day safari from $45 collects you at your hotel, drives the dunes, and ends with dinner and shows at a camp. In winter the evening is cool, so bring a light jacket. In summer it still runs, in air-conditioned vehicles and tents.

Bali: Ubud and the rice terraces #3
Ubud, Tegalalang and the central highlands Culture, green scenery and slower days

Bali: Ubud and the rice terraces

Central Bali is temples, rice terraces, markets and cafes, and it is the part of the island that suits a visitor who wants culture and quiet. It is greenest in the wet months, but the dry season from May to September brings the clearest skies and the fewest rainy days.

Bali: Uluwatu and the south coast #4
Uluwatu and the Bukit peninsula Surf, cliffs and beach life

Bali: Uluwatu and the south coast

The Bukit peninsula in the south has cliff-backed beaches, surf breaks and sunset bars. Prices across Bali peak in July, August and the Christmas to New Year period, when our Bali team says mid-range rooms cost 15-25% more than in the shoulder months.

Dubai or Bali: the short answer

Pick by the month. Dubai is at its best from November to March, when Bali is in its rainy season, and Bali is at its best from May to September, when Dubai's afternoons average 38-42°C. The two seasons are almost opposite, so the weather settles the question for most dates. Outside those months the decision comes down to money, flight time and how you want a normal day to feel.

Bali is cheaper for a budget traveller: our Bali team's guide puts a backpacker week at $250-350 per person before flights, against about $570-860 for a budget week in Dubai on our own planning figures. Dubai has the shorter flight from Moscow, 5 hours 35 minutes on Emirates, against a nonstop to Bali that was scheduled at roughly 12.5 hours or more. And Dubai is towers, malls, beaches and desert, while Bali is temples, rice terraces, surf and scooters. We run tours in both places, so we say where each one wins.

Weather: the two seasons are opposites

The table gives the mean daily high and low in °C and the average monthly rainfall in mm. The Dubai figures are 30-year NOAA averages for Dubai International Airport. The Bali figures are 30-year averages for Denpasar's Ngurah Rai airport, compiled by Starlings Roost Weather. Averages are not forecasts, so a single week can differ.

July41.5 / 31.229.0 / 24.11 / 30
August41.9 / 31.529.1 / 23.80 / 16
October35.9 / 25.431.0 / 24.61.5 / 68

30-year averages: NOAA (Dubai) and Starlings Roost Weather (Denpasar).

Bali's rainy season runs roughly from November to March. January averages 388 mm on 18.8 rainy days, and December and February are close to 300 mm. The driest months are July and August, with 30 and 16 mm. Dubai is the mirror image: January is its coolest month, with 24.4°C afternoons and 15.3°C nights, while July and August bring mean highs of 41.5 and 41.9°C and nights above 31°C.

Dubai in summer is workable if your plans are indoors, on the water and in the evening, as our Dubai in summer guide explains, but it is not a sightseeing holiday. May, June and September are the sweet spot for Bali: our Bali team says they bring similar weather and 20-30% cheaper rooms than at peak, and the averages fall to 73 mm in May, 51 mm in June and 41 mm in September. For Dubai's own calendar, see the month-by-month guide.

Cost: Bali is cheaper to live in

Bali is clearly cheaper for food, transport and budget rooms. Dubai is cheaper than its reputation, because the public beaches, the Fountain and the old quarters are free, but it is not as cheap as Bali for a full week. The table sets our own figures side by side; they are built differently, so read them as a scale, not a quote.

Dubai figures from our guide to what a Dubai trip costs, with seven days at the daily bands. Bali figures from our Bali team's guides, updated on 27 October 2026.

Hotels follow the seasons. Our Bali team says Seminyak and Canggu run 40-60% above inland areas, July, August and Christmas to New Year push mid-range rooms 15-25% above shoulder season, and the rainy months of January and February run 30-40% below peak. Dubai is the reverse: rates are highest from November to March and around Eid, and in summer a resort room can cost a fraction of its winter rate. The cheaper season in each place is the one with the weather you would avoid. Our guide to what a Dubai trip costs gives the Dubai lines.

Flights, visas and entry rules

Emirates lists the flight from Moscow to Dubai at 5 hours 35 minutes. For Bali, TASS reported that Aeroflot would start nonstop flights from Moscow to Denpasar, twice a week. Bali Post published the launch timetable: flight SU 296 left Moscow Sheremetyevo at 14:40 and was due at Ngurah Rai at 08:05 the next morning, and SU 297 left Bali at 10:05 and was due in Moscow at 17:55. With Bali five hours ahead of Moscow, that is roughly 12.5 to 13 hours in the air. That was the launch schedule, so check the current timetable. We could not confirm flight times from other cities on an airline page, so look up your own route.

Bali entry rules, from our Bali team's guide updated on 27 October 2026: most passports, including the US, UK, EU, Australia and Canada, need a visa on arrival costing IDR 500,000 (about $30-35) for 30 days, extendable once to 60. About 19 mostly ASEAN nationalities get 30 days visa-free, without extension. Everyone must file the free All Indonesia arrival card within 72 hours before landing and pay the tourist levy through the official Love Bali site or app. The passport must be valid for at least six months with two blank pages, and an overstay costs IDR 1,000,000 per day.

Dubai is simpler. Many passports receive an entry permit at passport control, and Russian citizens are on the UAE Foreign Ministry's visa-free list for up to 90 days in any 180-day period. Our guide to Dubai visa on arrival explains who qualifies. Rules change, so check the official list or your airline within a week of travel.

The vibe: how a normal day feels

The two places are different in almost every way except the sun. This table shows what an ordinary day looks like in each.

For Dubai's rules on alcohol, dress and photos, read Dubai rules for tourists before you go. They are simple, but they do apply.

What each does best

Dubai does things that Bali cannot do. The desert and the dunes, a sunrise balloon, a 828-metre tower, a yacht in a marina of skyscrapers, and theme parks that work in any weather are all in Dubai, and most are a short ride from the city. Our full-day desert safari from $45 and the sunrise balloon from $275 are two ways to see it.

Bali does what Dubai cannot do: green scenery, temples, volcano treks and a long surf coast. Our Bali tours include private day tours by car through Ubud and the north, Mount Batur sunrise hikes, Nusa Penida, the Gili islands, white-water rafting, ATV rides, surf lessons and sunset cruises. If your picture of a holiday is rice fields and temples rather than skyscrapers, choose Bali.

Who should pick which

Choose by the month, the budget and the picture you have in mind:

  • Pick Dubai for travel from November to March, for a week or less, for a first trip with mixed ages, and for a city, a desert and the sea in one place.
  • Pick Bali for May to September, for a budget under about $350 a week before flights, for ten days or more, and for temples, rice fields and surf.
  • Pick Dubai for a short winter break and Bali for a long summer one. The seasons are opposite, so a family can do both in the same year and always travel in the dry season.
  • Avoid Dubai in July and August unless you plan around the heat, and avoid Bali in January unless rain does not bother you.

We also run tours in Bali. Our Bali team's guides on visas, costs and the best month are in the Bali journal. For Dubai, our winter guide and the shared yacht tour from $32 are a simple place to start. For a Thailand comparison, see Dubai or Thailand in winter.
