Can you leave Dubai airport on a layover?

Yes, if your passport is on the visa-on-arrival list, which Dubai Airports puts at 47 countries, or if you hold a 48 or 96-hour transit visa arranged through your airline. Plan on at least 8 hours so that you can return with a 3-hour margin before your flight.

Five layover options, by hours

Stay airside (under 8 hours) #1
Inside the terminal Layovers of 6 hours or less

Stay airside (under 8 hours)

Take away about 4 hours for the way in and the three-hour margin before an international flight, and a 6-hour layover leaves about 2 hours. The Metro to Downtown alone takes about 25 minutes each way. Rest, eat and use the terminal; the city is not worth the risk of a missed flight.

Downtown by Metro (8 to 12 hours) #2
Burj Khalifa and Dubai Mall A first look at the skyline

Downtown by Metro (8 to 12 hours)

The Red Line runs from Terminal 1 or 3 to Burj Khalifa/Dubai Mall in about 25 minutes for AED 5-7.5, with no traffic risk. Burj Park, the mall and the Fountain from 6 PM fill 3-4 hours, and a pre-booked timed ticket for the tower decks fits if you land early.

Old Dubai on the Creek (10 hours or more) #3
Deira and Bur Dubai, closest to DXB Souks, the abra and a cheap day

Old Dubai on the Creek (10 hours or more)

Deira is the nearest district: a taxi takes 10-20 minutes for about AED 30-40, and the old quarter is about 25-30 minutes by Metro. The abra across the Creek costs AED 1 in cash. Our Old Dubai walk takes 3-4 hours from $35; check the start time with us on WhatsApp before you plan around it.

The Marina and a yacht hour (12 hours or more) #4
Dubai Marina, about 35 km from DXB The skyline from the water

The Marina and a yacht hour (12 hours or more)

The Marina is 35-50 minutes by taxi for AED 80-110, or the Red Line to DMCC. Our shared yacht tour runs one hour from $32, with check-in 20 minutes before departure. It is prepaid and needs an original passport, so book it only when your flight times are fixed.

Overnight stop with the desert safari (24 hours) #5
Lahbab Red Dunes, with hotel pickup One big Dubai experience

Overnight stop with the desert safari (24 hours)

With a hotel night you can add the full-day desert safari: 7 hours door to door from $45, pickup from a hotel in Dubai and no prepayment. You are back late in the evening, and the airport is 15-25 minutes away by taxi. Plan the onward flight for the next day or later.

Can you leave Dubai airport on a layover? The short answer

Yes, if your passport gets a visa on arrival or you hold a 48 or 96-hour transit visa. The practical minimum layover for a trip into the city is about 8 hours. Leaving the terminal means passing passport control and entering the UAE, so the rules for your passport decide. If you stay inside the transit area, you may not need any permit; ask your airline to confirm.

This guide covers the rules. For a plan hour by hour, see our Dubai layover itinerary. The information here is general, and your airline, the General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA) and Dubai Airports have the final word.

Who can leave the airport

The table follows Dubai Airports and the GDRFA. Rules change at short notice, so check within a week of your trip.

Separate ticketsYou must pass passport controlDubai Airports says guests who need no visa, or hold a Dubai visa, clear passport control, collect their bags and check in again

Check the visa for your next destination as well. Dubai Airports advises travellers to check the visa requirements for their final destination, because you may not be allowed to travel without the correct visa. Our visa-on-arrival guide covers stay lengths, the six-month passport rule and where to check.

The 48 and 96-hour transit visa

The GDRFA describes a transit visa that lets a foreign national transiting through UAE airports enter as a visitor for a period not exceeding 48 or 96 hours. Its service page lists a fee of AED 50 plus the fee of the airline that arranges it. Applications go through approved airlines, and the page names Emirates, flydubai, dnata and airport hotels. Khaleej Times explained in a summer article, more than two years old, that the visa cannot be extended or renewed and that the onward ticket must go to a third destination, not back to where you came from.

The GDRFA asks for three documents:

  • A recent colour photograph with a white background.
  • A copy of your passport or travel document, including the cover, valid for at least six months.
  • A flight ticket that confirms your onward travel.

The GDRFA lists an expected processing time of 48 hours, so ask your airline well before the layover, not at the airport. Reports differ on the fee: Khaleej Times said the 48-hour visa was free and the 96-hour visa AED 50, while the GDRFA page says AED 50 plus the airline's fee. Confirm the exact price with the airline that issues it.

How many hours do you need?

We found no official minimum layover time. The Dubai Airports transfer page gives no minimum connection time, and it does not address leaving the airport during a layover. Our rule is to subtract about 4 hours from the layover: roughly 1 hour from landing to the Metro platform or taxi rank, and 3 hours back at the terminal before an international departure. Your airline's own check-in advice wins.

That is why 8 hours is the practical minimum: it leaves about 4 hours, and the Red Line to Burj Khalifa/Dubai Mall takes about 25 minutes each way. Timing at the edges matters too: the Metro opens at 8 AM on Sundays, so an early Sunday landing or departure needs a taxi.

What fits in 6, 10 or 24 hours

The table gives a realistic plan for each layover length. Every plan includes the airport margin.

LayoverVerdictA realistic planRough cost
6 hoursStay in the terminalAbout 2 hours remain after the 4-hour margin, and the Metro to Burj Khalifa/Dubai Mall alone takes about 25 minutes each wayNothing to pay
10 hoursDowntown by Metro, or Old DubaiAbout 6 hours remain after the margin, less the Metro rides: Burj Park, Dubai Mall and the Fountain from 6 PM, a timed Burj Khalifa ticket, or the Creek and souksMetro AED 5-7.5 each way plus the AED 25 Nol card; Burj Khalifa from $55
24 hours with a hotel nightA first day, a night and one big outingA hotel in Deira or Downtown, then the desert safari or the Fountain and Old DubaiSafari from $45; taxis about AED 30-60 per ride

With 10 hours, a Burj Khalifa ticket from $55 takes 1.5-2 hours on the decks. We book a timed slot and send e-tickets, but tickets cannot be refunded or changed once issued, so book only when your flights are fixed. From 12 hours, the 1-hour shared yacht tour in the Marina from $32 fits, with a taxi of 35-50 minutes each way.

With 24 hours and a hotel night, the full-day desert safari from $45 fits: hotel pickup, 7 hours, no prepayment. The layover itinerary shows three sample layovers hour by hour, and the Metro guide has the fares and zones.

Luggage on a layover

Whether you collect your bags depends on your ticket. If the whole journey is on one booking, ask your airline at check-in whether the bags are checked through to your final destination, and travel into the city with a small bag. If your flights are on separate tickets, Dubai Airports says you clear passport control, collect your baggage and check in again for the connection. Guests without a Dubai visa on separate tickets can get bag-transfer help from Marhaba Services at the transfer desk, and fees apply.

If you need to leave a bag, Dubai Airports runs left luggage at all three terminals around the clock. The prices below are for up to 12 hours. A standard bag is up to 21 by 24 by 11 inches; larger bags count as non-standard. For longer storage, ask the counter.

TerminalStandard bagNon-standard or valuableWhere
Terminal 1AED 40AED 50dnata Baggage Services, Arrival level
Terminal 2AED 40AED 50dnata Baggage Services
Terminal 3AED 35AED 40Emirates Left Luggage, Arrival level, near Exit 1

Prices from Dubai Airports; confirm at the counter.

Hand luggage only is the easiest way to see the city. A suitcase makes the Metro hard, and then a taxi is the only sensible choice. For storage in the city, see our guide to luggage storage in Dubai.

Getting back to the airport on time

Layovers are lost on the way back, not on the way out. Three rules help:

  • Use the Metro when the clock is tight. According to the airport, the Red Line runs Monday to Thursday and Saturday from 5 AM to midnight, Friday from 5 AM to 1 AM and Sunday from 8 AM to midnight. Only Terminals 1 and 3 have stations. The airport terminals guide shows which airlines use which terminal.
  • Use a taxi with bags or company. From Downtown, it is about 15-25 minutes and AED 40-60, up to 40 minutes in the 7-9:30 AM and 5-8 PM rush. See Dubai airport to Downtown.
  • Leave early. Plan the minute you must be back at the terminal and count backwards. Keep your passport and boarding pass with you.
  • Know the arrival steps. Our DXB arrival guide covers passport control and smart gates, so you can reach the city faster.

Before you leave the terminal, check that your passport has six months of validity, that you hold the visa for your next country, and that you know the time you must be back.

FAQ

Can you leave Dubai airport on a layover?

Yes, if your passport is on the visa-on-arrival list, which Dubai Airports puts at 47 countries, or if you hold a 48 or 96-hour transit visa arranged through your airline. Plan on at least 8 hours so that you can return with a 3-hour margin before your flight.

How long should a layover be to leave the Dubai airport?

At least 8 hours. Take away about 1 hour for landing to the Metro or taxi rank and about 3 hours back at the terminal before an international flight. That leaves about 4 hours in Downtown, which is 25 minutes away on the Red Line. Under 8 hours, stay inside the terminal.

Do I need a visa for a layover in Dubai?

If you only change planes and stay inside the transit area, you may not need a permit. To leave the terminal, you need a visa on arrival if your passport is on the list, or a transit visa. Check with your airline, because the rules for your passport decide.

How much is a Dubai transit visa?

The GDRFA page lists AED 50 plus the airline's service fee, for a stay of up to 48 or 96 hours. A Khaleej Times explainer said the 48-hour visa was free and the 96-hour visa AED 50. Apply through the airline well before you fly and confirm the price with it.

What do I do with my luggage on a layover in Dubai?

Ask your airline whether your bags are checked through. On separate tickets you collect them and check in again. For a bag you want to leave, left luggage costs AED 40 at Terminals 1 and 2 and AED 35 at Terminal 3 for up to 12 hours, open 24 hours.

Can I do a desert safari on a layover in Dubai?

Yes, with a hotel night. The full-day safari is 7 hours door to door from $45, with pickup from a hotel in Dubai and no prepayment. A layover that covers the afternoon and the evening, or a 24-hour stop, fits it; shorter ones do not.

Is the Metro open when my flight lands or leaves?

The Red Line runs from 5 AM to midnight on Monday to Thursday and Saturday, to 1 AM on Friday, and from 8 AM to midnight on Sunday, according to the airport. Terminal 2 has no station. Outside those hours take a taxi, which runs around the clock.
