Travel insurance is not a formality for Dubai: GDRFA Dubai lists medical insurance valid in the UAE among the terms of its tourist visa, and without cover you pay for treatment yourself. Whether anyone asks to see it depends on your visa route, but the bill does not depend on that. This guide explains what official sources say, what a policy should cover, how hospitals and insurers work together, and the documents you need for a claim.

Is travel insurance mandatory for Dubai?
For many tourist visas it is part of the official terms. GDRFA Dubai lists medical insurance valid in the UAE in the terms of its 30- or 60-day single-entry tourist visa, and health insurance for the 5-year multi-entry visa. Whether you are asked for proof depends on your visa route, so ask your airline or visa agent.

Five covers to check in a Dubai policy
#1
Emergency medical treatment
This is the core cover. The UAE government portal u.ae says emergency treatment to stabilise a patient is free, but other treatment must be paid for by cash, card or insurance. The British government's advice says you may be refused treatment without insurance or the means to pay. Look for a high medical limit and a 24-hour assistance line.
#2
Emergency evacuation and repatriation
The British government's travel advice asks visitors to check cover for local treatment and for unexpected medical evacuation, and to have funds for treatment and repatriation. The US health agency CDC likewise advises considering medical evacuation insurance. u.ae says a hospital may transfer you to a better-equipped hospital, so check that transfers are covered.
#3
Adventure activities
Many policies limit or exclude sports they call hazardous, and the exact list differs between insurers. Before you book a quad bike, a jet ski, a flyboard or a balloon flight, read the policy wording for the activity and ask the insurer in writing if it is not clear. Our tours have their own age and health rules, and these do not replace insurance.
#4
Cancellation and delay
This cover pays back non-refundable costs if you must cancel for a reason the policy lists, such as illness. Check when the cover starts, which reasons count and what proof you need. Weather is a separate matter: weather-dependent activities such as the balloon are rescheduled or refunded by the operator, so insurance is for the other causes.
#5
Baggage, passport and valuables
Policies set a limit per item and often ask for a police report. Dubai Police issues a lost certificate through its app, as described by Gulf News. If your passport is lost, some policies pay towards replacement, so read the limits. Our guide to a lost passport in Dubai lists the steps in order.
Is travel insurance required for Dubai?
For many tourist visas, medical insurance valid in the UAE is part of the official terms, and in every case it is wise. The General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA) publishes the terms of its tourist visas on its website. The terms for the single-entry tourist visa, which is valid for 30 or 60 days, include medical insurance valid in the UAE. The requirements for the 5-year multi-entry tourist visa list health insurance, and its terms say valid health insurance in the country.
What we could not confirm is how and when proof is checked. Usually your visa agent, airline or sponsor handles the visa, and it may include the insurance or ask for it. If you travel visa-free or with a visa on arrival, we found no official page that lists insurance as a condition of entry, so the answer depends on your passport and route. Read our guide to the Dubai visa on arrival, and ask your airline or visa agent what it needs.
| Entry route | What GDRFA Dubai lists | What to do |
|---|---|---|
| Single-entry tourist visa (30 or 60 days) | Medical insurance valid in the UAE, in the terms and conditions | Ask your visa agent or airline if it is included |
| Multi-entry tourist visa (5 years) | Health insurance in the requirements and in the terms | Keep the certificate with your documents |
| Visa-free or visa on arrival | We found no official page that lists it | Buy cover anyway; ask your airline |
Rules and visa types change. Confirm your own case with your visa agent, airline or the official sources before you travel.
Why it matters: the hospital bill
The UAE government portal u.ae says visitors can get treatment at government or private hospitals. It also says treatment to stabilise an emergency is free, while other treatment must be paid for by cash, credit card or insurance. In short, you will be helped in a real emergency, and after that the bill is yours or your insurer's.
The British government's travel advice is more direct. It says you may be refused treatment if you have no insurance or the means to pay, and that you may be prevented from leaving the UAE if you cannot pay a medical bill. We found no official price list for visitors, so we give no figures: and that is the reason for cover: you cannot know the bill in advance. The CDC says emergency care may not be available or may not meet US standards, and that trauma care centres are uncommon outside urban areas, which is why evacuation cover is worth having.

What a policy for Dubai should include
Policies differ, so use this as a checklist when you compare them. We give no prices because they depend on your age, health, trip length and insurer.
| Cover | Why it matters in Dubai | Ask or check |
|---|---|---|
| Emergency medical treatment | Treatment after stabilisation is paid for | Medical limit, excess, 24-hour line |
| Evacuation and repatriation | Transfers between hospitals and the flight home | Is it included, and is there a limit? |
| Pre-existing conditions | Insurers treat existing conditions separately | Declare them and ask what is covered |
| Heat, sun and water activities | Many days are outdoors, from the beach to the desert | Which sports are excluded or limited |
| Cancellation and delay | Tours, hotels and flights are often prepaid | When cover starts; covered reasons |
| Baggage, phone and passport | Replacement means police report and receipts | Per-item limits; proof needed |
| Medicines | Some medicines are controlled in the UAE | See bringing medication to Dubai |
This is a checklist, not advice on a particular product.
If you take regular medicine, read bringing medication to Dubai too. Insurance pays for treatment, but it does not make a controlled medicine legal to carry into the country.
Activities, tours and your policy
A Dubai trip often includes activities that insurers treat with care. The ones we run are a desert safari with dune bashing, quad bikes, jet skis, parasailing, a flyboard, a donut ride, wakeboarding and a sunrise balloon. Each has its own age, weight and health rules, which you can read in Dubai water sports age, weight and safety rules and is dune bashing safe. Those rules protect you on the day, but they are separate from insurance.
Before you pay for a prepaid activity, check two things in your policy: whether the activity is covered at all, and whether cover depends on a licensed operator. Our full-day desert safari, from $45 per person, and the sunrise balloon, from $275, are run with licensed drivers and pilots, but the policy wording decides what your insurer pays, not the tour. If you are unsure, send us the question on WhatsApp together with the policy name, and we will tell you what the tour involves.
How a claim usually works
Every insurer sets its own process, and your policy wording rules. These are the common steps, in the order you will meet them:
- Call the assistance line first, unless it is an emergency. The British government's advice says that if you are referred to a medical facility you should contact your insurer or assistance company quickly.
- Ask whether the hospital will bill the insurer. Dubai Health says it accepts guarantees of payment from all international and travel insurance plans, and asks you to contact your insurer directly to arrange the approval.
- If you pay yourself, keep everything: the itemised invoice, the payment receipt, the medical report and the prescriptions.
- For theft or loss, report it to the police. Dubai Police issues a lost certificate through its app, according to Gulf News, and your insurer will ask for it.
- For delays and cancellations, ask the airline or operator for a written confirmation of what happened and when.
- Submit the claim as soon as you can, with your policy number, passport copy, bank details and the documents above. Ask how long the insurer takes to pay.
Keep digital copies of everything, because you may be asked for documents after you are home. The emergency numbers guide explains how to get the police certificate.
Buying a policy: a short checklist
Before you buy, compare the points that change the outcome of a claim, and not the advertising text:
- Medical limit and excess, and whether the 24-hour assistance line is staffed in your language.
- Evacuation and repatriation, with the limit shown.
- Pre-existing conditions: what you must declare and what is excluded.
- Activities: the list of sports covered, and any age limits.
- Trip length and the dates of cover, including your arrival and departure days.
- The documents you must carry: save the policy number and the insurer's phone line in your phone and on paper.
FAQ
Is travel insurance mandatory for Dubai?
For many tourist visas it is part of the official terms. GDRFA Dubai lists medical insurance valid in the UAE in the terms of its 30- or 60-day single-entry tourist visa, and health insurance for the 5-year multi-entry visa. Whether you are asked for proof depends on your visa route, so ask your airline or visa agent.
Does travel insurance cover hospital treatment in Dubai?
A policy with medical cover does, up to its limit and subject to its exclusions. u.ae says emergency treatment to stabilise a patient is free, but other treatment is paid for by cash, card or insurance, so cover matters for everything after the first hours. Read the medical limit and the excess.
Will Dubai hospitals accept my travel insurance?
Dubai Health says it accepts guarantees of payment from all international and travel insurance plans, and asks you to contact your insurer directly to arrange approval. Other hospitals set their own rules, so ask your insurer's helpline which hospitals bill it directly. Dubai Health's number is 800 60.
Can I be stopped from leaving Dubai because of an unpaid bill?
The British government's travel advice says you may be prevented from leaving the UAE if you cannot pay a medical bill. This is one reason to carry insurance and to ask for an estimate before any non-emergency treatment.
Does travel insurance cover desert safari, jet ski or a balloon flight?
It depends on the policy. Many insurers limit or exclude activities they call hazardous, and the list differs between them. Read the wording for each activity, ask the insurer in writing if it is not clear, and check the age and health rules of the operator as well.
What documents do I need to make a claim?
Usually your policy number, passport copy, the itemised invoice, payment receipts and the medical report. For theft or loss, add the Dubai Police lost certificate, which Gulf News says you can request in the Dubai Police app. For a delay, add a written confirmation from the airline.
Does insurance cover emergency evacuation from Dubai?
Only if your policy includes it, so check. The British government's advice asks visitors to look at cover for unexpected medical evacuation, and the CDC advises considering medical evacuation insurance. Check the limit shown on the policy and the number to call.
